New to scenario building

[Caesar the Glutton]

I've never created my own scenario, but I have an idea I'd like to try. Civil War in 2004 with Bush leading the Southern States and Gore and/or Hillary leading the Yankees. I have a map of North America, but that's about all I have so far. Help!

I have you've got a good map for the Warring States thing, Prometeus, I can't find a good one anywhere (that isn't labeled w/a script I can't read).
