The AI seems more aggressive in ToT to me.
But more than that, I'm almost certain the AI is more 'expansionist', for lack of a better word, in ToT. Not quite in the perfectionist/expansionist sense of the word... it's more just a feeling that the AI civs grow bigger, faster. Bigger and faster than MGE civs grow. Makes for an entertaining endgame if you like combat, and the wonder and tech races are closer.
I haven't found a way to quantify this, and my words must seem vague. I guess the best way to sum up is that the ToT AI gives me a better fight than the MGE one does.
And if you like the graphics and the extended game, those are nice too
