To be precise, I think it's based on civ score. From memory (so I might be mistaken): 25 pts per wonder, 2 points per happy, 1 point per content/specialist, 0 points per unhappy. So the top cities tend to be the ones with the wonders.Comment

And when various cities appear to be equal, it seems to rank them according to colour - that is, their order in turn.
