  • What gives? is the manual wrong?

My civ2 manual talks abut building settlers and that it reduces city pop by 1. It also says that if you build a settler in a city of pop=1, the city will disband to form the settler, and this is one of the only ways to get rid of an unwanted city.
So I finally tried it the other day, and the shields just kept overrunning the production box until the city got to size2, then it built my settler. I was trying to get rid of the city, and eventually had to let it get conquered by barbarians.
Is this standard, or am I doing something wrong?

What difficulty are you playing on? I believe that on Chieftan level or others close to that it won't allow you to do that.
Who wants DVDs? Good prices! I swear!

Hmmmnn... Okay, I was on chieftan. I never heard that it won't allow disbanding cities on that level. must be a manual deficiency.
        Thanks, guys.
