Actually, if you have both HG and Colossus in your city you should consider early republic even more, because you can quickly WLTCD that city to size 12 if you bee-line for construction.

mikes (necessary for cheap pop-booming + pays at fundy)
SOL (fundy rocks! + helps if people revolt under demo)
gardens (helps a lot esp. at deity)
sunzu
adam smith + hoover (only in single player with 1x1x)
