Report from the War Department
1) “Industrial Espionage is a good thing, not a bad thing”: I would give my highest recommendation to sending a diplomat (possibly 2 to improve the chances of success) toward the Celtic homeland to steal both Leadership and Theory of Gravity.
2) “A ship is a fool to fight for a fort”: Now that we are making plans to build an offensive navy to protect our shipping and diplomatic operations, I recommend we insert coastal fortresses in the cities most vulnerable to naval attack from the Celts. In my estimation that would be Cremona, Capua, & the Panama Canal.
3) “Production = Power:” We should start modernization of our production facilities once our wise men discover refining. The plans for power plants should be sent out ASAP to the cities the President deems most in need of a bump in their production rate.
