I made the "recruitment" of NONE Barbs a particular goal this session, and I think it paid off well. When we bribe barbs near our cities, they become part of that city at shield expense. The Barb city units are always NONE. If it were possible, I would like to see our cities filled with such NONE defenders, but it would take time and we can only get them when they venture forth from the one Barb city.
But they do make excellent attack forces. As a democracy, we can't afford very much warfaring due to the unhappiness it causes having units out of our cities. And it is hard to even declare war as a democracy.
With the Celts attacking with Dragoons, we have problems. And I think I've seen a couple of Ironclads, though the movement was too quick to understand the place or identity. We may be forced to become either more militarily agressive (destroyers, flight, and marines) or more robustly defensive (coastal fortresses and submarines). I think that is a matter for the Minister of War to address.
We do have an advantage with the GL finally made obsolete. The Celts will no longer be able to gain from tech discoveries by other civs (except by trading techs) and that may give us an opportunity to jump up the tech ladder faster than the AI civs again. We should take advantage of that; we can advance faster than the AI civs.
It appears, however, that we have to prepare for some level of attack by the AI civs. That should not be a surprise to Deity players, and we have ignored it as long as we could in order to maintain our internal development as long as possible. We need to find out what the state of military activity of the other civs is. We have transports moving all around the world. We should be prepared to play defense while boosting the tech rate as high as possible, continuing to use Trade bonuses as much as possible.

Now that the GL is dead, it's definitely time to identify our Key Civ and use Tech Gifting to bring our science rate down.
