Should we build oracle??

We have a period now where in the transition to rep we may be scaleing back military, and untill the production gets up we may want to build vans and diplos for a while. With so many city's able to build vans and with rep around the corner should we try to build the oracle?
our other wonder options are Great library and Great wall.
