i don't think the minister's should be allowed to contact foriegn rulers or move any units in the save games that they receive

I thought about what John did the moment I saw his first post about the Emissary, but decided to ponder the matter for a few days. If I understand correctly what he described, I do not think there is a problem.
It *seems* to me to be the same as opening the Foreign Minister screen and selecting "check intelligence" to see what techs a civ has, or who they are allied with, or how many cities they have. If he went beyond the initial Emissary screen that demands tribute for peace (or whatever), then it was interactive and should probably not be repeated.
I agree completely, though, that no Minister should actually move a piece, trade in a city unit, buy a Wonder, etc in order to see what happens to happiness. I think it is OK to demand the game to show information, but not OK to do anything that causes the game to react.
Does that make sense?
BTW, I've rigged the saved game files to alert me if anyone so much as clicks on the "cheat" toggle...Civ2 Demo Game #1 City-Planner, President, Historian
