By the way, what information would you like me to include in the city planners report? I think you will need suggestions for building sites, land improvements and city structure improvements. Am i missing anything?

As I see it, the Minister of City-Planning is responsible for the operations of the *existing* cities. That includes making sure workers are placed to exploit city resources as effectively as possible, adjusting the terrain when necessary, suggesting the structures or units to be built in each city, and being alert to impending unhappiness.
The Minister of Imperial Expansion suggests locations for new cities.
