I would like to do 2 things.
First, simplify 2 city names. Second, honor former President Shade with a city name.
The first part is the 2 cities that we moved slightly. The citizens of those cities wish to return to the original names. Their argument is that they merely moved their city, not re-established them. I have to agree that there is something to be said for the original names. "Neo" and "New", however well-intentioned, get in the way and can confuse things with the first 3 letter similarity.
The second part is to continue a habit established many turns ago. In traditional Civilizations, coins are used to honor previous leaders. We do not have that opportunity here. Instead, we have named cities. I think that is a fine tradition and we should continue it.
But we have an awkward situation. One of the forward cities is already named "Shadow", and not after our previous President. Normally, it could be renamed, yet the pair have such a perfect match that I am reluctant to change them. Still, "Shadow" starts with the same letters as "Shade" and that would cause confusion also.
So, I propose that "Shadow" be renamed "Darkness" (to fit with "Light"), and that Rivertown be renamed "Shade".
