What minister is in charge of determining if and when we should try to change governments? I think that 5-8 turns per session are about right, but it would make sense to do fewer during a war. I don't think we want the civ to look *too* different each time the President sends out the new screenshots and file.
I think any of the Ministers should feel free to recommend a change in government (when it affects their Ministry), but that the President will have to judge if it is suitable for the other Ministries, too.
