I think the already supported settler is the one one its way to settle near the silk. If you settle that fellow, there will be no food shortage. In either case, I say make a caravan for wonder construction instead.The first President of the first Apolyton Democracy Game (CivII, that is)

If we use the settler to build one of the cities that our expansion minister is planning I would suggest to go for the settler(since there seem to be 10 new city-locations waiting for a settler.)

The Minister of City Planning is recommending that no new cities be established until we have our existing happiness problems corrected. Our Civ is nearly at stagnation at the moment due to very low shield production and adjustments being made to fend off revolt from unhappiness.

If the settler is about to be built, to change for a diplo means a loss of shield (as an improvement of course).
The economic choice is beetween :
- a settler, for founding the decided city (site #8 ?) then wait for Mike'sChapel
- and a caravan to be stacked for building Mike's.JCP

I've not been following the game for a while and posted my comment before reading the rest of the threads and discovering the dire problems we're having.
If I had my vote again, it would be for a camel, ready to rush build Mike's Chapel.
I should have checked out the game more carefully before wasting my vote.
