Go for peace I'd say(Yeah I know this is strange comming from the military advisor but it has a reason )

-->go for peace so we can first gather as moch intel as possible
(so when we start warring we know what we are up to)
-->so we can exchange as much techs/maps as we need

when they start bugging us => we can still start whipping them out

Peace first. Once we are done expanding, we can build more bad guys. Starting a war with only one defender per city would be a poor idea...

Btw it would also be my goal to wage a war with an almost 0 casualty result on our side==>BRIBING
(but we need money for that=trade=food with conversive propaganda=>I should start working on such a doc in cooperation with the foreign and trade advisor )

If we have not already established an embassy with the Romans, I think it would be a good idea to do so. Send a diplomat. We need to know more about them.
And we need to learn where the other civs are. If the Romans are behind in techs, perhaps we can trade a tech for a worldmap without giving out ours and learn something about the rest of the world cheap. Or at least find out what they know about our lands in case it comes to war. Perhaps they are in between us and a powerful civ. Then we could use them to wage war on that civ at little cost to us.

          Just some thoughts...

I voted Other -- meaning diplomat/embassy first, then decide on relationship. Generally favor the peacy/trade route that others are urging.

That is if you believe the AI doesn't cheat==>knowing the AI cheats as hell(and actually already knows the entire map) I would rather exchange our map for their techs.(or maps for maps the only one who gains=>us)
