Firstly, there ought to be a final date for accepting nominations.

Secondly, a person should be able to nominate himself only for one or two positions. Also I demand that the election poll should be open for 24 or more hours.

Thirdly, I believe that the CivFanatics' rules are rather intricate and well planned, and I see no reason why we should not copy at least some of them.
Cake and grief counseling will be available at the conclusion of the test. Thank you for helping us help you help us all!

        No PM's to promote yourself.
(that really isn't a good way of promotion)

Nominees can be voted for through polls.

Yes, but the Members of Cabinet and citizens running for members for Cabinet can do littlish coalitions and alliances between each other? Nothing dirty of course.
(Btw, how exactly are you going to moderate PM traffic? The messages are private.)

                  One your honor!

I think PMs will be useful for working out details between ministers once an election has decided some task or goal. For instance, two players need to work together on citizen placement. Instead of a long thread about it, a PM would work well. The direction to take was decided in a thread, the result will be seen in the save game. How it was decided should be of less importance.

Such PMs could later be posted if any "inquiry" is made to determine who was at fault for ignoring the public will...

Yes, the Marquis is correct in his points. PM traffic is vital in situations where consulting is required between officials, but not between the officials and the citizenry.

And also discussions concerning vital state secrets.

Yes, but surely only after the passing of thirty years as required by the official secrets act!
