As long as there are open supplies, the Cap should make vans. This will be our best research tool.

Settlers for new cities are valuable, too. We might want to consider alternating a couple of default build plans with the ocassional "new thing" (from tech research) added in.
I suspect we'll want to do some pattern like Settler, Caravan, Settler, Caravan, something else...

The alternating Settler/Caravan build is what I was hoping would continue during the last Consulship, and thus I hope it continues, as long as there are places to settle or improve.Comment
