I like the idea of disbanding some of our superfluous Riflemen.
Are Partisans popping up yet, Mr President?
I can never remember whether we need Guerrilla Warfare, or Communism, or both, to get Partisans. Once Partisans are in play, then we don't really need to worry about barbarians, or anything else.

I can never remember whether we need Guerrilla Warfare, or Communism, or both, to get Partisans. Once Partisans are in play, then we don't really need to worry about barbarians, or anything else.
