    Enron (size 1) and in revolt
    has no units supported or in the city

    is building a warrior which I suggest rush buying
    I then suggest we build an explorer.

    Rushbuild it, after that either an explorer or a second martial law unit. This city looks promising for getting us some trade.

        I see the minister of war is doubling up as city planner while the pres tries to recruit one

        until we get out of despotism, we are probably going to need all 3 martial law units for size 2 cities. meaning if we get a couple more cities from huts, we are going to start getting double unhappy faces soon. either martial law or use luxuries, temples, or entertainers.

        Definitely rush build the first warrior - the city won't produce anything but food (and more disorder) if we don't. After that, we should see if we have a city planner first, hense defer to the prez

                          we can take a worker away (elvis) and slowly build a warrior for matial law (8 turns) and get no growth of the city.
                          or we can rushbuy the warrior and continue to grow by 2 food a turn.

                          If anyone has better Ideas please let us all know but I think this is the best thing to do.

                          Obviously I would prefer it was a size 25 city with 50 shield production but at size1 and in disorder our choices are limited.

                              I'm after the worker is turned into elvis and the put back to work later that President cavebear will fix that.
