I think I get what he means. Mods can get +1s by posting on topic (like a regular poster - the "on topic" part he is talking about). They can also get +1s by posting moderator stuff like warnings and punishments (the "off topic" stuff he is talking about).
The scarey part is I only understood that now, after having a few bourbons.I'm building a wagon! On some other part of the internets, obviously (but not that other site).Comment
