Guests and changing pages

Probably already covered, but when not logged in I can't view more than the first page worth of threads in any forum. This is not the drop down box problem, and does not occur when I am logged in. If I click on "2" it just goes to page "1". If I drop down to "2" or higher it still gives the same result.

Is it supposed to act like that? Is it a server load measure?

IIRC, Markos said that this is a server load measure. Be happy for being an Apolytoner.
