I've run into this problem many times. To solve that problem, I will go into my control panel and click on the options sections.
I then just hit update/enter, even though I haven't changed anything. This usually solves the problem. I do it every once in awhile (usually after I notice that I didn't get a pop up when I received a PM) It will then work "right" for a period of time.Keep on Civin'
