Why does Off-Topic not count for posts?

This is a Civ (and related games) site, so why should somebody rise to the rank of Emperor who could potentially have never played a Civ game in their life.
If you notice how many posts have been made in the off topic compared to the on topic posts, you can see that a lot of spam goes on in there.Anything so long as it takes the piss out of the idiotic Americans. :D

An ambivalent relationship between the admin an OT users is the cause. It's a source of some concern that the OT is the liveliest forum on Apolyton, though that's largely due to a lack of appropriate game releases (other than those CTP abortions).
It misses the point that almost every OT regular loves Civ and that Civ/SMAC is the reason they came here.
It also illustrates an unhealthy fixation on titles and postcounts.The genesis of the "evil Finn" concept- Evil, evil Finland

1.) Its Useless
-But I think Posts in It should count as it is part of the site. And a useful one at that- many posters would likely leave without the OT.
2.) Moderators like post counts and titles as well.

So the management can force the OT trolls to come out of hiding in the intellectual basement and lower the quality of the on-topic forums. this everyone must participate policy's a load of horse dung. If they don't have anything good to say, let them stay where they can discuss how much george bush sucks and why everyone(including americans) should hate americans.
