What kind of cgi script does Apolyton use for its civ2 tips page?

Hi there, I'm just wondering what cgi script does Apolyton uses for the "submit your own tip" in the Civ2 section where user can submit their own tips and get posted instantaneously.

Thanks for sharing because I'm interested in installing one for my Blizzard site as well.
