I have just noticed this feature on the end of posts and it seems to allow you to post a whacking big attachment to your posts. What is the purpose of this? Is it disabled? What are the rules on it's use?

well, the purpose is obvious
you can attach any of the following types: gif jpg png txt zip bmp jpeg and a maximum of 100kCo-Founder, Apolyton Civilization Site
