Exactly how is this determined?

I assume it has something to do with java and cookies (which I have disabled).

If when you try to post, your name and password is auto-filled, you are on the list at the bottom.

And does that mean that if I don't try to post, my name doesn't appear ?

you get on the list when you visit the front forum page("Ultimate.cgi" not "Ultimate.cgi?action=intro&BypassCookie=true" or when you make a post)

you stay there for 30 minutes.
