I think he means the one in the news box. The topic "Civ2Tot: Still in the running" brings me to the CtP page.

Oh, by the way, while we're talking about this, the "FreeCiv quick start" takes me to Civ3.

Yeah Mark. Head over to the mainpage, for your convienence and click on any headline for Civ2Tot. The "Still in the running" for example. It will get you to the CtP Section. Or at least it did get me there so I guess the same applies for you.
