I've gotten the "30 seconds" notice for almost an hour. I suspect it's because the 30 secs are determined from the clock and therefore when I posted at n:58:00 it's waiting for n:58:30 to take place, but it rolled over to n-1:58:15 in the middle so that it takes much more than just thirty seconds. If this message goes through (with Poly time finally at over n:58:30) it supports my theory. I already tried to send this five and two minutes earlier but to no avail.

Yes, I got some reports about the 30 seconds thing from others as well, though I didn't experience it myself (that's what my test was for -- you know, usually ignoring someone involves less spam )
No, I'm quite familiar with the 30-second typing too fast rule.
Actually for me, I couldn't send a PM despite having not sent one for at least 30 minutes previously, well outside the 90 second asking time. But alls well and good as Poly finally decided that I had waited long enough and let my PM through.
