He said he has been trying to connect for the past few days but doesn't get a response...he thinks he is IP banned but that seems unlikely...do any of you admins have an idea about what is going on?

Well... his status shows as "registered", he isn't banned, and no new IP bans have been put in place.
Have him email his current IP address to me at ming@apolyton.net and I will check it out. If he has a static IP address, I can at least look... but it doesn't seem likely.Keep on Civin'
