            Comrade Enigma I appreciate your effort in trying to get a workable solution. I do not want to bother with the legitimacy of your "appointment" but I will agree to work with you on issues regarding foreign affairs. I also agree with you that all secretaries should have a basic understanding of the big picture and work with other department toward the common goal.

            Regarding 1 week inactivity judgement, I think it may be better to allow people preannounce the time and length of such period if they have some RL obligation. If a secretary in doing so also picks a deputy to fill in for him then he should be allowed to return to his post when he is able to.
