No, started to make one, and when it was about to be completed i had a message about delaying my production because there was not enough pop. Yet, the base had a pop of 2 and it was not starving.
Ah...that. It's a turn sequence thing...the game must be looking to a base size value that doesn't include the growth from the current turn. I expect that the base just grew to pop 2 this turn. Next turn the pod should finish with no problem.
