Hmm... I don't have any contact via comms with all of you, so I'm not sure whether or not this is appropriate to announce... but, I'm going to anyways.
Yang has approached the Gaian people to fortify his position as the head of what he deems a 'New Planetary Council'. While commendable it is that he seeks approval and democratic voice from the rest of the surviving factions, we, the Gaians, have cast our given votes towards the diplomatic Peacekeeping Forces.

The Morganites, realizing the futility of voting for the Peacekeepers (simple mathematics) officially abstain from the voting process - as did the Provost. The Morganites did so even in the face of the looming Hive threat, and the definite possibility of complete annhilation (within the next several turns) of the Morganite people.

(Incidentally - a council vote *DOES* pass the comms to all people, DuMa - since all people would need to be in contact to register their votes).
Correct me if I'm wrong - that was always the assumption under which I played (and proceeded during the last turn). If I *AM* wrong, I'll need to replay my turn.

Correct, Claw. The calling of Council immediately gives all comms to all players.
We never really stated waht the rules are beyond 'normal'.
From the 'Poly Tournament rules (and generally a part of most rulesets I know):
Whenever the planetary council is called, the caller (or the first player to vote if the AI calls it) should post a notification to the thread, including vote totals (if applicable) and who has already voted for what. The other players should post how they vote.
So, duMa, assuming this is part of 'normal' rules, you were actually supposed to announce the election here. I might quibble about the lack of vote totals, but it makes no difference in this case...Yang has a majority by himself.

DuMa did that though, didn't he?
Are we supposed to post a notice of council AND hold the turn, Mong? I thought DuMa handled it correctly. Yang called the vote, and he said how he voted - therefore, Yang voted for himself (83 votes) and DuMa voted for you (7). KnowHow2 also posted the vote totals for his turn report (83/7, indicating his abstention), and I did the same, though I explicitly said "I abstained".
