SMAC RT challenge European

I'd like to start a new SMAC REAL TIME game.

Since we had plenty of problems in our previous RT game, probably due to different timezones, I'd like to restrict this one to European players (like myself)

Settings would be :

* No directed research
* Level Librarian or higher
* Fog of War
* AI factions Off
* Spoils of War Off
* Look before founding first city

default otherwise, but this can always be discussed about.
