I neglected to send out an e-mail based on the final issues we discussed, so here is a recap of the rules for the game:

We will use Tau Ceti's PBEM tournament rules for random map games.

We did reach a consensus on three issues that arose from those rules:

- Stockpile Energy will be allowed in the production queues.
- Reverse Engineering is allowed, except that Probe Teams cannot be used to create Rovers before D:Mobility has been obtained.
- Communication is not allowed until you have obtained another faction's commlink frequency by in-game methods.
