Now, as to the good Provost, I have tried to be a good neighbor. However, three separate times the Provost has launched surprise attacks against my peaceloving people. If you don't mind me saying so I think Vel's guide is a great starting point for any SMAC player ( I have version 2 printed near my PC) but is not a bible.
