I have just received the turn from straz. Note Planetary Council has been called by KnowHow2. (Shouldn't Knowhow2 have posted this?). Anyhow these are the candidates: Straz and Qantaga
Straz has 78 votes
Qantaga has 152 Votes
KnowHow has 70 votes
Hercules has 55 votes
Yang is out of it
Santiago has abstained
Morgan has abstained
Knowhow2 has voted 70 for Qantaga
Unless Qantaga in an extraordinary gesture, votes for Straz, the Governor elected is Qantaga

Obviously, it's easy for me to say, since I will benefit from the vote, but it doesn't look like notification would have changed the outcome. I would guess that it should be okay for Hercules to vote and continue the game.
Of course, you can contact Tau Ceti for his opinion, if you desire.

As I am the one to lose out on this vote, I would normally want to follow-up on the rules. As it is though, KnowHow is the one who called the vote and I got it next after he had already voted against me. I see a few scenarios here under which the non-notification would only apply to one:
1) Quantaga convinced Knowhow to call the vote
2) Knowhow called the vote to hinder the current top faction (i.e. me) and balance out the game
3) Knowhow mistakenly thought he was going to be a candidate and called the vote, then voted against me either because:
a) see #2
b) he just felt like it
Only under scenario 3B would notification and any subsequent negotiations have possibly affected the outcome. As he called the vote, he could of course have initiated said negotiations anyways but chose not to.
So really the only question now on my mind is whether or not Knowhow and/or Qantaga have decided to go after me. I'm afraid a procedural check won't help that.

As knowhow2 has stated, the election came as a complete surprise to the Peacekeepers. While we are very grateful to the Gaian people for their vote, there was no collusion involved and certainly this does not imply any hostile intentions toward the University.
I am pleased to have the consensus of the people of Planet to retain the Governor's office and I wish you all peace and prosperity during my term.
