Steven: Do you mean the diplomatic screens? Click on the commlink, click on the faction, and it brings up the multiplayer comminications screen.
You can select of the various options by clicking the button, and/or you can type a message (about a line and a half max) in the text window at the bottom, and then hit enter.
To offer a tech, either click on the "offer a tech" button, and select from the scroll list (it'll show which ones your pother faction has or hasn't) or else click on "offer all tech" - that brings up all the techs you have that the other faction doesn't. Clicking on any one in the hilited list will remove it.
A trade typically takes about 3 turns to consumate, so in practice we work out as much in advance as possible (e.g. here's xxx tech in return for your yyy tech in 3 turns OK? - just keep it as "negotiating". The other player should answer "accept", then when you change yours to "accept" the trade will go his way next turn. When he gets the tech he has to send you, he should enter it into the trade box and hit "accept" hten when you open the tiurn, you hit "accept' and you get the tech - saves a couple of turns that way.

You are allowed to input 3 messages per turn into the commlink text box for any faction (actually you can enter more, but only the last three will be visible to the recipient)
