Henry, you shouldn't feel at all bad. You've done a great expansion job ... and Morgan has serious hab limits, which makes it hard for him to get large, well-developed bases until after hab domes. The PKs always end up with enormous bases ... it's one of the reasons why I like to play them.
Yes ... it's 2 techs per turn. You lose some RPs when you discover a tech - whichever base is being end-of-turn updated when you reach the magic number loses any additional RPs it produces. This can be a bummer if it's your prize super-science base and you only needed 20 RPs to complete the tech So it depends on where the discoveries fall in terms of the turn update. But so far, it's working
