korn469 won his eighth consecutive term as Provost in a landslide victory, garnering 76% of the vote. His closest rival was the Mir (Peace) Party candidate Petra Fedorov, who recieved 19% of the vote. The Mir Party platform of restoring economic freedoms suspended during the war and increasing government spending on Psych was widely supported amongst a majority of the University's Citizens. However, the Mir Party's stance of signing an armistice with the Spartan Federation is vastly unpopular, and the exist polls show that 93% of University Citizens support the war effort. Though Provost korn469 won easily, and nearly every Univsersity citizen polled trusts his leadership, 68% of the citizens want war time rationing to end, and an amazing 98% of Univserity citizens support increased Psych spending.

Speaking at a memorial held at University Base, Provost korn469 posthumous awarded every member the 4th Air Assault squadron based out of Tsiolkovsky Institute the University Medal of Honor. All of their families had been flown to University Base to take part in the ceremony which UPNeT broadcast live to the entire University. These brave flight crews sacrificed their lives to strike at a classified Spartan covert ops center. They destroyed the Spartan facility and opened the way for University airborne assault troops to seize Fort Liberty. The Provost's dream of taking the war to the Spartans has finally came to fruition, and the Spartan Federation, devastated by ongoing air attacks, has few defenses they can muster to stop our drop troops. After awarding the University medal of Honor to the heroic 4th Air Assault Squadron, Provost korn469 went on to outline our next objective. Sparta Command. Left nearly defenseless after repeated air raids, Provost korn469 predicted that within five years the Spartan capitol would fall to our brave military forces.

This is a live simultaneous uplink from Sparta Command and University Base

                  Sparta Command: University Base:

Provost korn469, in recognition of Landers
Day the 1st Airborne Assault division would
like to present you with Sparta Command as
                  a token of our esteem.

General Saticoy, on behalf of the entire
University populace I would like to award
your division with the Lander’s Star for
valor. You and your men have broken the
back of Spartan aggression towards our
peaceful colony. Did you capture Colonel
                  Pagan[CyC]?

                  Unfortunately Colonel Pagan[CyC] escaped
before we could apprehend him. However, we
did capture most of the Spartan Federation High
Command. It appears that in his last few acts as
Dictator, Colonel Pagan[CyC] has turned on his
own people. His forces have butchered thousands
of innocent Spartan civilians. Colonel Pagan
has joined one of the small pockets of Spartan
                  resistance that’s left.

It is a tragedy. Long ago when I offered a
hand of friendship towards the Colonel he
turned it down, and led both of our factions
into this bloody useless war. General I want
you to do everything in your power to locate
and capture Colonel Pagan[CyC]. He will
answer for every atrocity he hascommitted. As
for the Spartan High Command, a warcrimes
tribunal is intransit to Sparta Command as we
speak. As soon as they arrive, try them with
violating the U.N. Charter in the Spartan
                  Capital building.

Yes Sir! I would also like to report some good
news. The Spartan civilian populace has embraced
us with open arms. After years of living under
                  the Spartan Federation tyranny, they
are eager and willing to embrace our democratic
                  way.

That is excellent news General Saticoy!
Provide as much humanitarian aid to
these people as possible. It is time for
these people to reap the benefits of our
                  advanced technology and free society.

Upon hearing the news of Colonel Pagan[CyC]'s suicide and the collapse of the Spartan Republic, Lady Tau Ceti announced that refugee camps will be set up at all major Gaian installations, and that all surviving Spartans who wish to join the Gaians rather than come under University rule are welcome to do so. She stressed that the Gaians would not act as a free haven for war criminals, but anyone who comes has her personal guarantee for a fair trial. The Lady also expressed concern over the recent demonstrations in the streets of University Base calling for the immediate lynching of Spartan prisoners, and requested that Provost korn469 turn over these prisoners to Gaian custody for trial on neutral territory.

Victory parades were held today, and Provost korn469 spent the day presiding over the celebrations. Tonight the Provost is scheduled to attend every major Victory Day ball, and then attend a sunlight service to honor those who died in this tragic war. In a statement issued by UPDM, we learned that the evil Colonel Pagan[CyC] and the majority of his remaining followers committed ritual suicide escaping the hand of justice. It turns out that a select few managed to escape to Gaian territory. In addition, the UPDM stated that they were going to conduct a review of our war, and see why we suffered so many casualties, both military personnel and civilians. The UPDM said this study would be used to correct flaws in future military planning, thereby saving the lives of many citizens of the University.

In happier news, many of our troops have returned home to jubilant Victory celebrations all across the University. The Gaian delegation to University Base, offered their congratulations to us but pleaded for leniency on behalf of the captured Spartan Federation High Command.

In recent years, it has become increasingly clear that many Gaians born after Planetfall possess special abilities which allow them to read another's mind and also project their thoughts. Such talents may prove to be most valuable, and Lady Tau Ceti has decided that all those who possess such talents should report for training at the new Empath Guild at Gaia's Landing.

In other news, some Gaian officials who wish to remain anonymous express concern about the University's statements about 'future military planning', seeing as the only settlements on Planet that are not already under University control belong to the Gaians.

After conducting a through review of classified Spartan Federation documents captured when University drop troops over ran Sparta Command, it turns out that the Spartan Federation gave the Daughters of Gaia their entire treasury. Though some documents were destroyed, the final figure was estimated to be 270 energy credits gifted to the Gaians. Also there is news that the Gaians supplied the Spartans with technical assistance throughout the duration of the war, even after the Spartan federation had massacred tens of thousands of University citizens. In addition, a small number of Spartan units managed to escape to Gaian territory and are now part of the Gaian Defense Force. After an eight hour meeting with the University Board of Visitors, Provost korn469 announced a plan to bring the Spartan-UoP war to a final close.

Under the terms of the Conditions, the Gaians will have to disband three Spartan Federation units in 2138. The first is a skimship probe team, the second is a (2)-2-4 laser foil, and the last is a (4)-1-4 impact foil. Secondly the Gaians will have to immediately pay the University 125 energy credits in 2138, and then pay 10 energy credits a year for ten years. As long as the Gaians meet those conditions, Provost korn469 swears upon his honor under pain of forfeiting ACT007 that the University will remain at peace with the Gaians and will help Planet thrive under this new ear of peace. However, he reluctantly stated that if the Gaians reject this proposal, then he would be forced to immediately declare vendetta on them for violating article 12, section fourteen of the U.N. Charter. Provost korn469 said he would invoke article 9, section three if he must declare vendetta.

                            quote:

Article 12, section fourteen: All factions shall respect punitive sanctions imposed upon a faction that has violated the U.N. Charter. This included halting commerce with the offending faction, and providing no military, economic, or technical assistance until the sanctions are lifted.

Article 9, section three: The Planetary Governor shall uphold and protect the U.N. Charter using all necessary and proper means to achieve those ends.

He went on to say the University Aerospace Force, battle hardened after the Spartan-UoP war, would achieve whatever goals the University of Planet set for them.

Lady Tau Ceti made a speech today about the accusations and demands set forth by Provost korn469 recently.

The contents of the Spartan treasury were indeed deposited into the Gaian Central Bank shortly before the fall of Sparta Command. However, this was a purely technical measure that was necessary after the University Air Force bombed the Spartan Central Bank (a civilian target), causing their computer network to collapse. In order to keep the Spartan civilian economy functioning and avert a humanitarian disaster due to lack of food and medicine, the Gaian Bank Office at Sparta Command let the energy be transferred and allowed the use of their computer systems. Of course, now that the war is over, it is only reasonable that part of this energy be paid to the University as reparations, but we ask the Provost not to punish the innocent by taking their life savings. Anyway, it seems far more practical to pay a lump sum.

The Gaian research program has always abided by the mission charter, stating:
                              quote:

To ensure the success of the mission, all research data shall be made available for use by anyone who so requests.

Even during the war, Spartan scientists continued research in peaceful areas, making breakthroughs that would surely be of benefit to mankind, but risked being lost if the University 'accidentally' bombed the research labs. Gaian scientists took it upon them to decipher files sent by desperate Spartan scientists, and ensure that the information be made available to all. All knowledge resulting from these exchanges was offered to the University, who turned it down and refused to share its own data. In the heat of battle, this was understandable, but even after the end of the war, no data has reached Gaian scientists. Clearly the one who is in violation of the U.N. Mission Charter is Provost korn469.

In the last days of the war, a few fresh Spartan recruits fled to Gaian cities instead of facing death at the hands of the University. Lady Tau Ceti would like to point out that they were not guilty of any war crimes and have been granted Gaian citizenship. They have been placed under Gaian commanders and will not be allowed to operate independently. Thus they present no threat to the University, and the demands for disbandment are highly unreasonable. However, these forces are only auxiliary to the Gaian defence, and in the interests of friendship and the safety of the Gaian people, the Gaians suggest that they be demobilized when they reach a friendly port.

The Gaians hold that they have not in any way broken the U.N. Charter. Article 12, section fourteen as quoted by the Provost is clearly not the original version - this mission was not designed with the intention of splitting the population into factions. This modified version has never been voted over.

The Gaians fulfilled their obligations by imposing economic sanctions against the Spartans. After war crimes were committed, no trade took place between Gaians and Spartans, nor was any economic aid given to the Spartans. At no point in the conflict did Gaian forces cooperate with Spartans. Some surrendered themselves to the Gaians, but were not allowed back into the line of duty until the war was over.

Therefore, no punitive actions against the Gaians are defensible, and this looks suspiciously like a ploy by the Provost to get a 'moral' excuse to go on a war of extermination against a peaceful people. If that is his intent, he shall know that the Gaians will resist bitterly.

But in the spirit of friendship and cooperation, the Gaians are willing to do what we have outlined above; the one-time payment of 175 energy credits from Spartan accounts as reparations, and the demobilization of previously Spartan forces once they reach port.
