can we start over because i just encountered a bug that really sucks...on the first turn it asked me to pick a tech, it said it's take 18 turns to discover it...i pick secrets of the human brain, i discover it next turn, and i don't get a free tech, if i had of know it wasn't going to give me the free secrets tech i'd have choosen something else

A restart is OK with me. This is not a bug, however. The University starts with one bonus tech, chosen by the player; that is the one you chose, and you did not research it. It is counted among your starting techs, so I guess that is why you did not get the bonus for "discovering" it.

No factions start actual research until 2102.
