New PBEM? Anyone?

I am--and I suspect Rothe and red menace are--concerned that if it takes more than three weeks to set up a game that we are likely to spend a week or more between turns.

Let's pick a set of rules and get going.

Well, not built means that none of the secret projects are built from the start, but can be built when you get the requisite technologies, I believe.
