typical civ-ish terraforming won't be enough, since the possibilites are so much greater in SMAC. try covering the place in forest, and once you get industrial automation, send crawlers to extract minerals. that will bring up your mineral production (shields) shooting you ahead of the AI. then, after ecological engineering, the restrictions on energy (trade) output are lifted, so you can build boreholes which should help your research. also, you'll be able to build tree farms which increase the output of forest from 1-2-1 to 2-2-2.

that's just some basic stuff, i'm sure the PBEM masters here will have more useful things to say than me . if you can, find the Vel guide if it's still around in an earlier version

Blow up his capital ASAP. It takes 20 years to corner the market and you can stop it with violence

so the first tip is that you should have gotten a notice 20 years prior warning you that he would corner the market. Upon receiving this notice you focus ALL your attention on taking the capitol of the faction that will corner the market.

Other than that, my tip is to play a LOT, read a whole bunch on this board and come back with some more specific questions based on that experience. Right now you seemto be asking " I lost . . . what should I do?" and thats just way too broad a question for a quick answer except to read Vel's strategy guide.

Play a couple of games with the Tutorial Messages on and take the time to read the texts it provides. In the Menu, go to Game Preferences and turn on Tutorial Messages.
Even though you will form your own personal preferences for production and terraforming, the Tutorial Messages present and explain the alternatives fairly well.
Oh, and no matter how many times you play SMAC, your early observation about it will never change:
