    maybe this is a stupid question but i just cant figure it out

    Check out This Link for a lot of useful information from Googlie about scenario creation. Much of the basic material is covered in an easy-to-follow fashion.

    Regarding your specific question (disclaimer, I am not an expert at this), if I understand it correctly, you may need to "select the faction" first, then place the units. I don't offhand remember the keystrokes and/or menu steps, but that is an important step, or else your units will belong to whatever the "current" faction is. There may also be preliminary steps/selections necessary to get to the point where you are placing units - perhaps you need to specify that you want to work with "all factions" instead of just one at some point. Various other characteristics such as morale can be set for each unit as well. False starts (like placing the units from another faction in the wrong territory) will have unpleasant side effects when playing the resulting game - in that case, even if you delete the units, the tiles they occupied will be visible to their faction as if they had been explored. The Scenario Editor is not perfect, nor is it particularly intuitive, so being careful and saving are worth while in this process. OTOH, some of its idiosyncracies are fun, like its ability to put sensor arrays in the ocean.

    IIRC, if what you want is to create a base, you have to start with a CP, and then start the base as in the game with the Build command.

      > Select Scenario from the start menu
      > then Create Scenario
      > click on left hand menu tab
      > click on Edit Map
      > select map size by clicking on Clear Map (all ocean) and set size
      > select map size and OK
      > select Edit Map again
      > click on Set Climate and world parameters
      > select from the three options for all four elements
      > select Edit Map again
      > click on fast generate random map
      > click on Scenario
      > click on Reload Faction
      change any of the seven factions to the factions you want in the scenario
      Now you're ready to place the faction units on the map
      > select a tile and move the cursor to there
      > press shift and F1 simultaneously
      this gives a screen with all the preformed units in a list and across the bottom All, Player, Morale, OK and Cancel
      > select Player
      this will bring up the list of the seven factions, with "Alien" at the top (use that only if placing mindworms, fungal towers, etc etc)
      (Note that you may have to select "Morale" and change if Sparta (Disciplined) and Gaians (Very Green)
      > back to Player and then select the unit that you want placed on that tile (eg a couple of colony pods and a scout) and click OK
      > Now move to the next location, and repeat the process, using shift and F1 to choose the next faction (remember to change back the morale to green for everyone but the Gaians or Spartans)
      > To actually build the base, select Scenario, and click on Switch sides/set view, and choose the faction you want
      > Now click on the very top menu item under scenario Activate Scenario editor - or ctl and k together
      You are now that faction, and can build the base, etc
      ctl and k again to get back into the editor, and now when you click on the base you can select Edit Base (top right) and you can do all the things that drop down in the menu such as adding population, facilities, giving that faction a Secret Project etc
