"SMACX police effect is neither realistic or efficient enough to simulate the true effect of Police State, High Tech not to even mention Thought Control. It also fails to provide practical or sustainable means against Drone aggression unfairly putting down the dictatorian goverments of the planet.(Police penalties are sufficient though.)"
