Multiplayer Turns

Here's the scenario:
Two players are involved in a PBEM game in the following turn order:
Player X
Player Y
Player X is one turn away from completing a secret project. In the same turn, Player Y rush builds that project down to 0 turns. Next turn...will Player X get the project or Player Y?

Due to turn order, Player X will get the SP. I know this from experience and actually tried it out as player Y in a game to see what would happen.
