    I have an island separated from continents by at least 3 tiles of water surrounded by seabases. I wonder now if a faction on the nearby continent founds a base within 7 tiles, gets territory on that island?

    No. Land must be contiguous for territorial rules to apply.

    The most annoying territorial rule is the extremely tiny "claim" of continental shelf allotted to shore bases, allowing your "allies" to build sea bases right next to your shore bases and legally rob you of your territory.

        Yeah that's one of features I'd like to change in SMAC/X - that territorial rules would apply to sea tiles as well to land tiles.

        Is it possible to edit the ini file to change this? Or is it hard-coded?

          I'd wager it is hard-coded. "Number of sea tiles land bases include" doesn't seem like a setting they would include.
          I'm building a wagon! On some other part of the internets, obviously (but not that other site).
