In my social engineering window, I noticed that under the efficiency the text message for +4, +5, +6, and +7 are the same - PARAGIM ECONOMY!! or something like that.

Does that mean there's no difference between +4 and +7?

And I'm curious, what tips do you use to figure out the best settings for your faction?

Once in a while a special project would let me ignore negative impact of police setting or whatever according to the datalinks descripation of that project, does the social engineering window take that into consideration automatically or do I have to figure it out on my own?

    It figures it in automatically.

Paradigm Economy means you can run 100% econ, or 100% labs and not get any wasted energy. Inceasing Effic further helps with Beurocracy Drones (which are not my specialist subject - ask Kody)

It also further reduces inefficiency, but of course it is subject to the law of diminishing returns.
