I playing a hotseat game, and I can figure out how to trade bases with the other human player.

The only way to trade bases in hotseat is to declare vendetta for a couple of turns and march into each other's bases. The problem being, one of you will take a reputation hit. I suppose you could try total thought control, but that is risky....
AFAIK, you can't straight trade bases in MP.We're back!
