Adding techs with the scenario editor

How do you add technologies to factions with the appropriate affects to the research rate with the scenario editor?

Click on the scenario menu tab (lower left of the game screen):



and select edit technology

That will bring up a list of all the techs:



select the faction, and scroll down the list of techs, hitting the "toggle" button for each tech you want to give that faction. Change factions by again selecting a new faction from that lower left hand button.

When finished, hit "done" and then bring back up the scenario menu, and this time select Reset all Factions. That then applies the tech outcomes to the SE settings and will impact the research rate accordingly
