Has anyone else noticed that the cost of minerals to complete base projects at least doubles after one builds the Voice of the Planet?

I think it was Voice of the Planet. However, late in the game, when I was building the Ascent, I noticed that suddenly everthing cost double. My SE changes were unchanged. I was running Demo, Green, Knowledge, Thought Control.
