(!) Next to base names?

When you press F4 to see your base summary, some of the base names
have (!) next to them. Anyone know what that means?

Red means more drones than talents, so a Drone Riot next turn. If you fix a Drone riot when you get a pop-up, the base is in drone riots but the name is not red.

The usual time you see lots of red base names is if you found/conquer a new base (beuracracy) or if you reduce your psych/Police rating.

I don't know if white name with ! is in golden age, or potential for golden age (ie more talents than workers/no drones). If so, you could have white base names (w !) and not have a GA, if you had increased psych, increased Police rating, or merely made workers into specilialists.
